The focus of my presentation is the German Political Parties Act and party financing in the past half century. First of all, I briefly describe the pre-legislative period between 1949 and 1967. After that I outline the shortcomings of the system between 1967 and 1994, which excludes the financing of general political activities and solely finances the election campaign expenditures. Finally, I evaluate the model of governmental part-financing which is proportional to the stage of social support and ensures equal opportunities, and also layed the foundations of the existing legislation.
